It wouldn't be all that hard to get this reversed. Make it less profitable for the university and surrounding businesses. Book all of the tailgating spots and use them to hold protests calling for her head.
Make a few big stinks on national news and they will reevaluate their policy.

I don't remember seeing any flags or signs denoting the specific organizations they are targeting with this rule when I used to tailgate next to them on the parade grounds.
So other than walking up to the large groups of guys wearing white shirts and khakis and hoping that they would admit to it being a "student organization" tailgate, I don't see how this will ever be enforced.
