Having trouble seeing what the issue is or how you would call him a drifter if he's living with his mom

We had a dude like this in my neighborhood growing up. He lived in a camper his parents bought him but would show up randomly once every year or two and stay a few months at a time at his parents. Claimed to be a bounty hunter but was really just a druggie with a fried brain. One time I saw him sitting on the curb taking notes and when he saw me he pointed to a rock full of holes and said "see that rock. That's how my brain looks." Dirty as shite. Really he was harmless but obviously parents didn't want the neighborhood kids anywhere near him.

No. Used to play checkers with his mom though. And she payed me a quarter for every carpenter bee I killed on her property.
