I'm pretty bad at math but that looks like $245/hr to teach kids to respect the police.
I call bullshite or she's terrible at managing money.

You'd be amazed at the number of people in government getting a stay high end income simply as a payback for political favors.
LaDOTD is rife with plenty of them. Check out the "special advisers" or other non descript, vague, or nonsensical titles in state government.

So she cancelled the 125k with LSU and reapproriated that money to her political allies (who helped get her elected) in the form of city contracts as street counselors.
You can't convince me that she didn't know about this contract. But since she claimed that, fine, let it be the hill she dies on.
Simple question, who authorized the contract? Let's see how loyal her staff is and who falls on the sword for her.
