Louisiana culture encourages scumbag degeneracy. It is a state with a largely self loathing population who have no respect for themselves or others. Look at what the political leaders of the state personify. Greed, corruption, degeneracy and incompetency. The people elect and then follow the leader's example. No one has any vision whatsoever in that state.
