Sometimes they'll keep the semi dead weight if they're close-ish (think 75-80) because the costs to fire, re hire and train someone is exponential. And if they think the employee is loyal-it's just a gamble to fire them to potentially spend 100k more to hire someone else who could suck just as much or worse.

So basically, this supposed slacker is saving you a ton of money. Give him a raise.

Well, it depends. Is this copy sales? Ok, then fire them. Is this an organization that spends an upwards of a year to hire the right person--and then spends 100k plus just to train them? Yeah, you give them longer because you made a huge investment in said employee. Like someone else said, it's time for them to get on a "plan" to get back on plan. Maybe this is happening and the OP doesn't know it.

If hired externally, we would give a rep about 12 months to get their feet on the ground. We are so diverse and the information overload is so great that if you have no experience, it's hard to excel. That said, you can tell who will be just fine after the first couple months. With the right personality, hitting quota is relatively easy to hit.

He should have some KPI and a report card plan

There should be goals that must be met

30 days
90 day
180 day

If he has not met any of those - cut him lose
IF he shows promise run the above cycle again

At the end of one year he should be earning his paycheck and making money for company
