It is. A U Turn means a left turn. A left turn always has the obligation to yield, and a right turn has the go.

If it is the case that there is green in one direction and green arrow in opposite, then someone screwed up programming the light.

For scenario 1, Southbound has full green. Northbound has red except for protected right turn arrow. Intersection in example is Louisiana/Toledano and South Claiborne.

I've never seen a light that had a green right turn arrow when on coming traffic has a green and a green left arrow. Accident waiting to happen.
