"Who do they prosecute?" is my entire point. They (our government) are not going to be able to take action against a company operating in another country. They can't take action against the person executing the script because it's paid for with and uses bitcoins for the transactions.

Are you responsible for the contents of packages that show up to your house if no one can prove you bought it? What about if you didn't buy anything.. it was a computer program hosted on an international server that simply mailed a product to your address?

Definitely. And like the article said, it comes down to the wording of the law in question. I don't think it quite meets the definition of intent, but it should pose a reasonable expectation that you could end up with something you shouldn't.

It's not intentionally breaking a law (or breaking one at all in theory), but it isn't necessarily avoiding committing a crime either.
