It was a pretty big deal nationally in that the officer was actually charged with murder.

I originally thought the most damning part was him dropping the Taser right by the guy but that actually got explained at trial and I buy it.
The "narrative" was that he was planting the Taser by the dude's body. At trial it was explained that he originally lost control of the Taser (before the video starts) to the guy he shot which was what caused him to pull his gun. The guy dropped the Taser and took off running, after shooting the guy the officer went and grabbed the Taser to keep it safe. He drops it near the body where he can keep an eye on it.
NOT SAYING ANY OF THAT HAS ANYTHING AT ALL TO DO WITH THIS SHOOTING BEING IN ANY WAY JUSTIFIED. Just offered as an illustration of how something that looks so bad can have a reasonable explanation. Which is why it is best to wait for the facts to come out.
FWIW, I followed the trial pretty close and my take is that AT ONE POINT WHEN THE DECEASED HAD THE TASER, the officer would have been legally justified to use deadly force. But the guy drops the Taser and runs off. At that time, the officer has to reset and go through the decision making process again. He just didn't do that and started shooting. Whether you call that Murder or Manslaughter I dont' know. I would need to know more about the laws in that state.
