Checked my local HD and Lowe's - they didn't have anything I liked.

Where to shop?

Current configuration:

4 shutters total, each measuring 84 l x 16.5 w (one window not pictured)

2 shutters total each measuring 71 3/4 l x 16.5 w

Make them yourself. Looks fairly easy to construct.

Nothing real comes from HD or Lowe's. True wood shutters are made by a mill shop.

Those are easy enough that even a woman could make them.

My wife says I have hands like a woman.

So essentially, I am not skilled at doing even this "simple" task.

Get aluminum ones made and powder coated and forget about them forever

You could make them yourself for about 1/10th of the cost. If you can operate a circular saw and read a tape measure, you can make them.

Then just look up a carpenter - yes you can find good ones on Craigslist - have him come over, show him pictures of what you want, let him get to work.

And if he is careful taking the old ones down, he may be able to do it without a tape measure.

Those are super easy to make yourself.

Make them. Real easy. Your brick mould looks rotted too. You can get pvc composite brick mould that will hold up for a long time. It's just a little bit more of a pain to paint than wood.

Go buy some cement fiber (hardie) planks and make them yourself. Looks like wood will last longer than you
