Its awesome. A lot of people are speculating that in 2016 you will see stores selling regulated and taxed marijuana in DC.

Wasn't congress trying to somehow stop or stall this? Did they fail or give up, or could they still end up stopping it?

For the record I think congress needs to keep their nose out of it.

Supporters of recreational marijuana in DC used the racial card to get it legalized by saying african americans are 3 times more likely to get arrested for possession while usage among all races is about equal.

The bill called "Initiative 71" passed with 70% support in DC in November. Congress put a rider in the 2015 Federal budget that claimed that DC could not use any federal funds to enact the new law. DC claimed that the law was "self enacting" by receiving 70% of the vote by the residents. DC sent the bill for 30-day congressional review. Congress has not contested the bill. If the bill remains uncontested by tonight, it becomes law.

I'm a DC resident and didn't realize this. My day just got a little brighter and the colors are more vivid.

I'd say DC is almost doing this to defy congress in an attempt to make a statement for statehood.
