Question about handicap drivers

I just witnessed something very amazing and extraordinary. I was leaving Matherns awhile ago and this man was in a wheel chair pushing a shopping cart. He only had one arm. Both of his legs and other arm appeared to be amputated. I offered to help him but he declined. I paused to see where he was going. He went to his truck loading his groceries in the back along with his wheelchair. He then got in his truck with a lift device and drove away. Truly amazed at this mans independence. However I'm curious what the rules are governing ones ability to drive a vehicle safely. I just don't see how in an emergency situation he could control the vehicle. Serious question to those that may know.

Presumably he has hand controls.

Hand controls for the gas and brake. My friends dad had these when we were kids, he was paralyzed from the waist down

There was a quadriplegic locally that drove with a mouthpiece. Actually saw him run into a ditch and wreck his van.

Even with the hand controls he is accelerating, braking, steering all with one hand, just don't see how that is possible

yeah my dad had to have these put in his vehicle at one point. It's basically a lever that you push in for brake or down for gas.

But dude in OP only has 1 arm, so I don't know how he woudl do that, plus control the steering wheel.

I have a friend I grew up with that has a van with hand controls. He had too much to drink one night and had to drive the van. That was interesting. I had to install a drivers seat where he would normally park his wheel chair to drive. I didn't secure the seat correctly and as soon as I gave the van some gas the seat flipped over backwards. Luckily we were still in a parking lot.

It's more of sip and puff as is done with quadriplegic wheelchairs. In Ruston, at the LaTech Biomed facility they do evals for the disabled for chairs, vehicles, etc.
