Yes only by boat. There is a taxi they operate but it's only for people who have anchored out in the river and can't park at the dock. You'll need to get there by boat.
And I don't get the OTs hate with the Prop Stop. It's the best people watching on the planet..and I've seen quite a few OTers there over the years, myself included.

People do it fairly frequently. Just ask and offer $10 bucks gas money.
Your best bet is ride with the people you were going to meet anyway.
After you get out of the no-wake zone, it's a 10-20 min ride if you're going 25-40 mph.
