To be fair I am only justifying their behavior in the same sense you don't blame a dog for chasing down a squirrel, or a cat chasing/trying to kill a bird. It's in their nature, and some urges they can't control.

Best thing you can do is not be the bird or the squirrel. And make sure to give the police officer his donut after he's been a good officer. They need positive reinforcement.
