I have one of those 3 teir outdoor fountains that pumps water from the lowest level to the highest. I thought my pump went out because it no longer pumped water up to the top but when I took it apart the pump worked fine. I reattached the tubing and put it back together but then it wouldn't pump to the top again.

Is anyone familiar with this type of fountain? Can you give me the best next steps to get it working again?

either a larger pump, or top tubing is disconnected

I had one of those fountains and found it to get clogged up with algae quite often. you need to get it fixed and them put some of those chlorine tablets they use for pools and put one in the water ever so often to kill out the algae so it doesn't get clogged.

Don't put to much though, it may ruin the rubber parts in the system.

Are you sure pump is not bad. When you took it out, did you have it pump up to the height of the fountain?

Possibly clogged line between the top and bottom, try putting hose nozzle directly on tubing and see if you can blow it out

Also had similar issue with mine and figured out that the have connecting to the pump was getting kinked, trimmed it up and no prob since
