OT Landscapers Need help with sprinklers

My back flow preventer froze over the winter and I'm trying to get the new one to work. It's a 1 inch Watts brand I had to order from the plumbing store. It's the part that comes up out the ground and makes a U before going to the valves.
I have the flow right, but it won't work. There are two release valves and only one spews water when open. The cap has two screws on it, but before I go disassembling advice would be good.

Once installed you should only have to open both valves for it to work properly.

That's the backflow prevention site for Watts products. Find the specific BP device you bought, select 1" on the specs and there's an installation guide for each.

How old is your system? newer systems in some states require another isolation valve after the backflow connection. A plain ball valve. Just double check that.

I'm more familiar with febco baclflows but both valves are turned to open and no flow to irrigation system?

You may need to open the isolation valve for your irrigation system to pressure back up.

So the screws that helped drain or check for flow? Whcih one, before or after the bell?

It's the model 800 on that link. There are two test cocks. One gives water when open, one doesn't. I watched a YouTube video and read directions. It's 3 steps. Turn water off, install, turn on. On videos it made a noise when the vacuum hit. Mine doesn't.
The screws just hold the cover that leads to the inners, but I'm worried about taking the inners out.
This seems like an item where the failure rate would be low. I don't get what's wrong.

to be honest, me either. They're typically easy installation. Without being there to inspect, I can only think of my neighbors one time there was a piece in the bell/cap that need replacing after a winter.

Im not real familiar with a watts. If you close the out valve but open the in valve, does water spew out of the bell?

I am totally unfamiliar with this type of thing, but I have to ask a stupid question. A back flow preventer would, by its nature, only allow flow in one direction....are you sure it is not installed backwards?

Yeah. They have a big arrow on the side of it. Although, I'm about to cut the thing out and flip it around to see what happens.
