Obesity on display in public pools

I'm quite frankly shocked by what I'm seeing out there already this summer. It's a matter of time before we see a cardiac arrest right there on the froggy slide.
I saw a woman "jump" off the high dive and the board literally just went down at a 90 degree angle. Thought it was going to snap. There was very little water left in the pool when she got out.
What are we teaching our kids?

I live in a master planned community withh 4 water parks accessible to residents only. So not really public but public enough.
