Popular Mechanics - Navigational transponders allow people thousands of miles away to locate vessels.
People on social media have been tracking and tweeting the locations of U.S. Navy ships, including parts of the aircraft carrier USS Ronald Reagan's task group visiting Hong Kong. It's all made possible by the Navy's new policy about using its navigational locators, which was put in place after a couple of recent high-profile collisions between Navy vessels and commercial shipping.
In the wake of the embarrassing smash-ups between the guided missile destroyers USS Fitzgerald and USS McCain and civilian merchant vessels, the U.S. Navy instructed its warships to turn on their Automatic Identification System (AIS) locators while in high-traffic areas. AIS allows other ships in the area to know a ship's location, though it's no substitute for watch-standers and radar.

Seems like a reasonable safety measure. You can bet that they will be turned off when conditions warrant.

Any country we would use serious naval power against probably has the technology to track ships when they are in the shipping lanes anyways.

In traffic separation schemes and probably a certain distance from shore in these lanes. Maybe 20 to 30 miles, who knows.

So our sailors aren't capable of standing watch and manning the nav equipment and we respond with an electronic solution? How about people do their jobs?

I'm working on a technical solution with Raytheon for this problem with the Navy. Had a capabilities meeting last Friday in San Diego, and we're presenting it to Naval Research Labs and a sub committee this next week in DC. Initial live tests/proof of concept should commencement soon after aboard an Aegis destroyer.
