Not having a drivers license and car insurance?

After having lunch with a fellow friend and Attorney, apparently, it is the norm for a certain "culture" in America (Chicago at least) to drive without a license and car insurance. They do not bother to get either.
What do you think the appropriate punishment should be? This is something that affects us all (all living in the State at least). Even scarier, these uninsured and unlicensed drivers rarely use appropriate child restraining seats for their children.

If they don't have insurance or a license then prosecute to what the law they should be. Can't suspend their license if they don't have one. Jail time or a fine sounds appropriate.

I had a south not so american run a red light and tbone my truck. Didn't have anything but some piece of paper, telling the cops who knows what. No drivers license, insurance, or anything. Only the insurance companies are thankful. Thankful they can raise our premiums...

Automatically faulted for any wreck no matter the circumstances, 1 month in jail/1 month of community service, $2000 fine, and the illegal driver should pay for all damage to other cars involved in accidents.

I fought traffic ticket a few years back, while waiting my name to be called at least 2/3 of the tickets in front of me were no license, suspended license, no registration, no tags, or no insurance. This was in Monroe.
I finally had my case thrown out after three "new court dates". The $200 for the ticket wasn't worth my time for that, but the $200 ticket, $500 deductible, and civil suit for injuries were. I got rear-ended at a red light by someone who had luckily had insurance and a license and knocked into a car whose driver was attempting to sue me for injuries sustained. Once the ticket was thrown out, I sent the docs to the guy's insurance that hit me for deductible reimbursement, and to my lawyer to get the civil case dropped. So even though the ticket alone wasn't worth that headache, all things considered it was.

As long as they don't wreck into me I don't care if they don't have a license or insurance
