Where is the funding coming from?

With 0 traffic there is absolutely no way you make that drive in 1 hour.
From the State Capitol to MSY, using I-110/I-10, Williams down to Airline is 72 miles.
With 0 traffic and a liberal interpretation of the speed limit, 45 minutes is very possible. 50 to 55 minutes is downright reasonable (again, with 0 traffic).

I think they mean flyover ramps from the interstate to the airport on I-10 coming from the west, just like coming from NOLA.
Winner winner chicken dinner.
Some people are dense.

and could it be used for transportation to connect BR and Nola

And who are the engineers?

Funding is coming from airport profits and federal and state aviation grants. Yes the existing airport makes money. I wonder how many other airports nationally actually turn a profit and are self-sustaining.

Funding is from airport fees, and bond sales by the airport

none from the government
this doesn't include the extra 200 million for the energy plant and i-10 ramp.

Is this really the best use of resources at this time? Is the current concourse configuration really $826 million bad?

I wonder how they plan to do parking. I've heard that they'll still use the same long term garage. If that's the case they need to make a train system running from there to the new terminal like Denver

Were people really thinking they were talking about flights to BTR?
Its really not that bad to get off the interstate and having to make a left turn. I mean it would be convenient to have a direct lane but seems wasteful and unneeded.

Of course there's demand. That one hour drive shouldn't take 3 hours 60% of the time.
I commute from Nola to downtown BR, and when I leave in the afternoon at 5:30, I have never gotten home past 7. Unless there is a major accident causing a closure of I10, there is no way to make this trip 3 hours.

We are supposed to have 30 gates. How many do we have today?

Thank you, sir.
Did that engineer also design the roadways and ramps? I'm guessing this has all been designed already.

So they're just gonna tear down Atlantic and Signature FBO's and put the concourse there? Ok... Guess the FBO's are on board. Or they may not have a choice....

The thing that bugs me about this new airport is that we just spent $275 million renovating the old one and now we are just gonna let UPS and Fedex use it?

Not even remotely but here's your answer:

If money is "earmarked" for certain people to spend, 100% chance they will find a way to spend it.

the current one is over 50 years old, twice as old as most airports. With how old the airport is and with expenses they have to charge more CPE (COST PER ENPLANEMENT) which is around 8.50 right now, also having to charge higher fees to the airliners. with the new airport these costs could go down to 6-7 dollars, which is a huge difference. also the configuration now is horrible, the concourses arent connected, traffic into the airport is shitty. they still move baggage by hand.. its just a mess and if new orleans wants to be in a better position as an economic destination, they need a better airport.

they're building a new parking garage
