There was cheap land relatively close to NOLA and the necessity to grow their own varieties of vegetables to supply Italian groceries and restaurants in NOLA. Also, the Italian community was pretty different from and ostracized by the English-speaking locals in the late 1800s in New Orleans. Tangi was thinly settled, the Illinois Central Railroad was easy transportation to and from the City for folks from the Independence, LA area.

tl/dr: The early Italian immigrants wanted to spend their money with fellow-Italians.
