Neighbor doesn't have a weed eater

My neighbor doesn't own a weed eater - who doesn't own a weed eater? Originally I thought his was broke, well after 2 years I have deduced that he doesn't have one. I purchased a new and thought about giving him the old one.
Options:
1. Throw it over the fence and ask him to tiddy his fence line up
2. Hey mf'r here's a weed eater you know how to use it?
3. Do you even weed eat?
He's a great guy just maybe was raised in the city and never owned one? Idk

We have a few assholes who seldom if ever edge around their sidewalks, and others who let the grass grow in the cracks in the sidewalk.
I thought about posting in the 'hood newsletter that we formed a Welfare Weed Patrol because some residents are apparently too poor to afford a trimmer or Roundup. Present you proof of being on welfare or food stamps, and we will come do it for your poor, pitiful arse.
