Well, I wouldn't cut my grass that early out of courtesy for the neighbors. But:
1- You've said you yourself were awake so there's no problem there.
2- I'm pretty sure a 19 month old can find plenty of time to sleep during the course of the day. Since she's awake now use the time to bond. Cook breakfast together. Do something around the house. Go outside and enjoy the fresh air. At least watch some cartoons.

Now might be a good time to teach your young child that life is not fair and can sometimes suck. Also a good time to teach him/her that a huge percentage of the population are inconsiderate assholes.
