Need help clarifying a particular statement (Re: I'm late)

When someone says something along the lines of "I can't, I'm late for (insert activity)."

Are they already late or are they going to be late? Often it's wonen who say this, leading to much more confusion, as men are on time far more regularly than women.

Ex: it's 8:05am & you ask someone if they have time to discuss a topic but they say "I can't, I'm late for work."
Well, did work start at 8am & they're already 5 minutes late? Especially if that person is at a store or restaurant. They've got to drive to work so how damn late are they???

If you often get that reply to your requests to discuss topics- I'd advise the problem may not be time related.

I'm asking mostly so that I can understand the correct use of the statement.
I simply want to understand if they are terrible people & are already late + will be even more late or if they mean by the time they get to (insert activity) that they will be even more late than at the time of the statement.
