They tried this last year. Put the section front and center so you couldn’t help but see it right as you walked in. It didn’t get much traffic, and most of the stuff was gone quickly to the clearance racks and the section was replaced.

My mom quit shopping there in the 80s bec of their staunch pro abortion stance and funding of Planned Parenthood. She hasn't been in a Target since 1986.
