What incite do you have into this case that tells you he was deranged and/or delusional other than him wanting to kill the infidels?
They didn't have to set him up for anything since they were tipped off to him because of his previous plans? Nothing was manufactured from the story I just read, so please provide us with this inside knowledge you have about this individual.
