The FWC officer stopped Bates on Sunday at about 10 p.m. after he saw Bates’ boat traveling at a high rate of speed through a marked manatee zone without its navigational lights on, according to an arrest report. Bates allegedly showed signs of impairment during a vessel safety inspection.
When the FWC officer tried to climb aboard Bates’ boat to arrest him, the allegedly intoxicated man defecated over the side of the vessel.
