I don't think he means at Jazz Fest but rather all the tourists that come in town for it and then check out the Quarter at night.

I've got two words for those citizens,who for whatever reason, walk around those areas alone and late at night....CONCEAL/CARRY....nail a half dozen of these animals and watch that thuggery diminish rapidly !!

Yep. Last October I went to a NOLA wedding, and they had a lot of state police helping out that weekend around the Quarter. Hopefully they do that again.
