The new tax was to help them with their current budget, not go out and dig a bigger hole. They just can't keep from spending.

I don't think they're trying to mask anything but rather justify their indefensible actions.

Just like the chick in the Judge Erwin debacle. She steals $80,000, doesn't pay it back, goes to jail, and starts yammering on about God and never addresses why she went to jail in the first place.

They really need to stop this COA crap. If the Metro Council wants a new center go out and find some private doners. Why are the tax payers always responsible?

Didn't Tarsha say that her family is wealthy and that's how she was able to secure a $50k loan in order to keep her failures off the books and work out a tidy repayment plan?
