Answer the phone. It could be an emergency. Chances are it's not but after 3 calls you should answer and at that point you're the a-hole for not answering.

Why not send them a text instead when you can’t take the call? I have quite a few prepared texts to choose from when I can’t take a call because I’m in a meeting, driving, or in front of someone and can’t talk with follow ups like can I call you when I’m done or is it something I can answer via text.
It’s really not that difficult. It may be urgent or at least time sensitive.

I've been getting some spam calls that call 2 or 3 times in succession. I've never answered but maybe they figure people will get curious or annoyed enough to answer.

Bc I’m either on the other line, in a meeting or preoccupied
Even if I send them a text saying I can’t talk right now or I’ll call you back and they still keep calling. That’s my point.
