Not sure if this is Germans but seems suspicious to me considering all of the stolen propane tanks.

They buy em cheap, then resell them at their own convenience stores.

Yeah, but the fact that the police are investigating the propane tanks as what seems like the same investigation was kind of strange. I guess theoretically they could do the same with the tanks as well though.
