Biloxi Fire Chief Joe Boney said the man was standing or sitting on the back of a pickup truck, fell off, and the rebar went through his body. "He was in very bad shape when we got to him. We had to use the jaws to cut the rebar to transport him,” Boney said. Boney did not have the man’s name, but estimated he was in his early 20s.

From the article it sounds like the city placed it there.
quote:
City officials tell us the spot where the person was injured had rebar and caution tape placed in the area to mark off no parking areas. Rebar poles are used along the parade route with various kinds of caution tape and fencing.

City placed the rebar there to block ppl from parking in a certain spot

City had them along the entire parade route. They were used to block private property and landscaping areas

still dumb not to cap the rebar

man, that just sucks...the city of Biloxi has a ton of work going on, as they are still reconstructing from the hurricane damage. I am betting that some construction company is gonna take a hell of a hit for this.

What did the rebar do? Make a Indian fall from the back of a truck?
