The ticket was issued by the Federal Police Force at the VA Medical Center in downtown Charleston after Christopher Lewis refilled his soda without paying the $0.89. A hospital spokesperson called it a "theft of government property."
its ok, just like nevada. the government has a right to charge for this priviledge and that tPOS should have known better.

So the guy technically stole something, and we are supposed to feel bad?

seems asinine, but likely a policy most know of but choose to ignore

Good for him. He deserves to pay. He's on the wrong side of history.

And this place doesn't, which technically makes it theft. Would he rather go to jail or waste time in court instead of pay the fine?

signs are posted in the cafeteria informing patrons that refills aren't free. Lewis says he never noticed the signs and admits he had refilled his drink without paying on other occasions.
TPOS...repeat offender

The Ralph H. Johnson VA Medical Center is fortunate to have a highly trained Federal police force to ensure the safety of our patients, visitors and employees. As Federal police they are responsible for enforcing the law. Today a Federal citation was issued for shoplifting in the VA cafeteria to an individual who stated to VA police he had not paid for refills of beverages on multiple occasions, even though signs are posted in the cafeteria informing patrons refills are not free. Shoplifting is a crime. The dollar amount of the ticket is not determined by VA as it is a Federal citation. The citation may be paid or the recipient may choose to appear in Federal court to contest it.

Or...and I'm just spitballing an alternate solution here...the hospital could have simply asked the police to inform this cat that he was stealing and get him to pay for it rather than, LITERALLY, making a federal case out of it.
It has more to do with making the simple, reasonable call rather than what amounts to a zero tolerance policy that clearly utilizes more resources and likely more cost than the alternative.

not seeing the problem here.

I would like to see the warning sign so I can make a judgment whether this guy genuinely didn't know or is a thief.

The guy is an admitted repeat offender. So he got caught, how is that fed gov's fault? How many laws should we just not enforce?

i'm failing to see how that matters? They don't give free refills, so the guy was stealing. If he doesn't like the fine, perhaps he should make sure he isn't stealing next time.
Or maybe you're right, it's fed gov's fault the guy stole.
