if you're talking about the sale of a vehicle from an individual to another individual bill of sale/notarization is only a cya/feel good thing, not required for the transacttion

The DMV website has a ready-made bill of sale, if I remember correctly.
I always include an "as-is" clause in bills of sale for movables.
