Would it be worth paying additional taxes if we were guaranteed infrastructure and educational improvements?

Nope. The CCC toll for example was supposed to be only for bridge improvements but of course wasnt. Can't trust them with our money.

The accountability and fiscal responsibility has to be there, and it just isn't.

Well ask the states that pay higher taxes what they think (hint, they're higher than us in all categories).

That statement is only true if you are a racist.

Important to note that most of these states have a high percentage of social welfare enrollments. Taxes are only productive when everyone contributes.

Also, Kentucky is fun to pick on, but the state was relatively well-run until Obama and the EPA gutted the economy by attacking the coal industry.

I'm just going to park this here. People can make their own assessments.

I'm going to go out on a limb here and say that more taxes, no matter the amount, will not fix roads or schools in LA. It will probably hurt the business climate, though, and that's one of the best things LA has going for it right now.

Simply throwing more money at Government is not going to magically make it more effective, especially not in LA's political climate.
