Looks like the "knock out" game is still quite popular in Washington DC

TBH, if somebody walks up and blindsides, you, concealed carry is of limited utility.

That's why if you're somewhere like a train station you keep your head on a swivel and know who is around you and what they're doing. Just having a weapon on you does no good if you are totally oblivious to your surroundings.

Exactly. When you are in public you need to always be looking around in all directions. If someone who fits a bad description seems to be getting too close you have to be a aware and manuever or just blast a hole in them before they get you.

If it takes you out most definitely, but I have seen plenty of videos where it didn't knock them out.
