Is the Film Industry in Louisiana actually good for Louisiana?

Does it bring in money or does it cost the state more money than it brings in?
I keep seeing this "petition" floating around facebook LINK but then when you go to the website they mention nothing about how it helps the state. It only list the movies that are filmed in Louisiana.
I understand it brings in jobs but with the credits and what not, is it actually hurting Louisiana?
Here is the opposition from a blog on the Advocate Newspaper.

Here is the opposition from a blog on the Advocate Newspaper.
quote:
Louisiana taxpayers promised $35 million through a generous subsidy program that covers 30 percent of a film’s local costs. And if state cost-benefit analyses are to be believed, the state recouped only about $8 million of its investment.
quote:
While roughly 40 states, including California, now offer some kind of incentive, $1 of every $6 given away to the domestic film industry comes from Louisiana taxpayers.
quote:
The most recent cost-benefit analysis of the program, by economist Loren Scott, found that in 2012, the state put $218 million into film production and recouped only $50 million of that through taxes, or about 23 cents for every dollar spent.

Let's just say the right people are getting paid. That's all that needs to happen for the wheels to keep turning in Louisiana

I've always heard that the state loses a lot of money from the film tax credits, but I am uninformed and just saying that's what I hear.

Is LA actually covering a part of the cost for movies, or that the amount of taxes that aren't paid by the movies because of the tax credits?

The second GI Joe movie was horrible because of where they filmed it.

State-level (and city-level for that matter) industry recruiting really, really interests me. The long-term benefits have to be huge to be able to offer the cuts and breaks to new businesses that these Governors are offering.

I don't think anyone knows at this point

BR Film Industry is about to shutdown. Which is good because 90% of the movies made there were dog-shite leftovers from New Orleans. Poor Baton Rouge. Arguably one of the worst capitals in the US.

Film credits can be very good for the state, but we were giving out WAAAYY too much of it for it to be beneficial.
They recently cut it down by a lot, not sure if they did by enough

hard to gauge the value on people watching movies and knowing it was filmed in LA and how that relates to return tourism.

Unlike the tax breaks for oil & gas and most manufacturing businesses, these breaks/credits are mostly losers and turn into subsidies.
When it's all said and done, for both the film industry "credits" and solar industry "credits", those companies are getting more money from the state taxpayers than they themselves actually pay in taxes.

The money we may lose in the tax credits scheme is vastly offset by the prestige of having cinematic masterpieces such as Arachnoquake filmed here.
