I'm sure it does have its own government but that doesn't really matter. It has its own national soccer team. That's the main criteria.

In terms of whether or not it constitutes a sovereign nation-state, (which is what you likely mean when you refer to a 'country'), then the answer is no.
The United Kingdom is the sovereign-nation state, and thus umbrella under which the appellative "countries" of Northern Ireland, Scotland, Wales and England are constituent to.

If I remember right, during the Barcelona Olympics a few years ago they kept advertising something like "Catalonia, a country in Spain".

Think of the UK like the SEC. In the world cup if you are from Scotland and you get bounced, you have to pull for England or you are not a real fan.
