Is levee seepage normal nowadays?

I saw a lot of water running across River Rd in front of the Valero tank field in Norco this morning.

It's always been normal. Probably sand boils relieving pressure from the levees.

No, it is not normal. They need to sandbag around any boil.

As long as the water is clear you are ok. If it's muddy you better be running

While it may be "normal" it is not a good thing and shouldn't just be dismissed. Constant seepage will cause erosion over time and can cause structural issues.

West Bank SCP as well. It has always leaked in destrehan new sarpy and norco.

It's basically a pocket of sand running beneath the levee that the river water infiltrates. The head pressure of the water level in the river causes it to spring up on the other side of the levee. Many places have risers that tap into the pocket and contain the water in a drainage feature.

Seepage will happen when the River is up. Anytime the flowlines intersect the toe of the levee, you have seepage. As someone stated, clear water seepage is not harmfull. Cloudy seepage (erosion/sediment transport) is a huge problem and has to be dealt with immediately.
"Boils" are a different animal. Boils are usually a result of "piping" through a highly conductive lense or underground flow channel where excess head drives the flow. It can be fought by sand bagging or causing a pool at the discharge spot to equalize head, stopping the flow.

SCP Westbanker here too; seepage is normal but boils is a different thing altogether. The eastbank side doesn't have a ditch between the levee and river road so seepage seems worse because the road stays wet and you notice it more.
