It's a combination of the American dollar and military projection, be it subs, carriers, bombers, missile defense, or foreign bases.

Out of these two I'd say the carriers. Spread out all over the world, like the subs obviously, but in a more ever present way with the ability to visually pound with ordinance though aircraft and also with the constant ability to launch men, helicopters, and ground vehicles personally.

A carrier of the constant gun to your head while the sub is a snipers reticle on you.
