I respect cops 99% of the time

But....

Here is the situation. 4 lane road ( 2 lanes each direction) a goober pulls out of a parking lot taking a left. He does this knowing he needs to get into the right lane to take a right 100 yards down. Traffic in the right lane (only, not left where he turned onto) is backed up because a lot of people are trying to take a right there. He sits there waiting for someone to let him in and about 2 seconds later a cop pulls up behind him and then less than 2 seconds later flips his lights on and pulls him over (after he has been let in and made the turn).

Is this a law? Granted, the dude is a dumbass and should have planned his route around this since the traffic in this area is always terrible but is this a pull over situation? No idea if he got a ticket.

So he pulled up to the front of the queued traffic, in a lane of travel, and stopped to wait till somebody let him in?

Yes he's an idiot. Yes it's citable, for impeding the flow of traffic.

I can't figure out what law got broken here...if you have to get over and there is traffic blocking you, to my knowledge it is not against the law to stop in the road until you can get over.

If this is actually a thing then it is a fricking miracle I haven't gotten a shitton more tickets. Sometimes nice people let you over right away and sometimes assholes have other ideas. You do what you gotta do.

Yes. He was a dumbass knowing this was the likely outcome and still did it.

Is this breaking a law?

I don't know if the cop saw him turn out of parking lot. What if it was a tourist that didn't know they needed to take a right turn there?

Once again...HE IS A DUMBASS and knew he had to make the turn. I just don't think you should be pulled over for that shite.

And sometimes people go further, u turn and come back to the intersection.

But hey, his time is more important than everyone that knew the situation and waited their turn. His time is surely more important than the people that had to wait behind him too.

He made the mistake. Own up to your mistake, go further down and u turn, or just make the block. Nobody "has" to let you in.

Agreed.

It's the whole, lane is ending on the interstate and people are flying up to the front knowing its ending. There are a ton of douches out there.

Illegal. Its colloquially called "impeding traffic" in law enforcement circles. Its actually called "obstructing public passages" and everyone is guilty of it 20 times a day but its rarely enforced unless people are being egregious about it.

RS 14:100.1

A. No person shall wilfully obstruct the free, convenient, and normal use of any public...street, highway, bridge, alley, road,...by impeding, hindering, stifling, retarding, or restraining traffic or passage thereon or therein.
