you have never stated what type of restrictions you would like?
if people can't use leaf blowers at 10 am on a Wednesday, when should they be able to use them?

Not really.
My sister did use to have a neighbor who had one pine tree in his front yard. He would start at the center and blow all non-pine-needle leaves into his neighbors yards. Jackass. Just pick up the leaves already.

I propose a notification system that only allows my neighbors to use power equipment when I'm not home.
A green flag hanging outside my front door indicates that it is okay to create noise pollution.
