Correct. What if the loony toon had taken another step and lunged at the cop then fought with him. Could have taken his gun and then we would be reading about a dead cop.

Did he look like an individual that would be receptive to commands? Driver didn't GAF and charged towards the officer's vehicle.

The driver stopped at the officers front end and stayed within the view of the Officer. You MUST give verbal commands before using any force. Old man is going to get paid.

He stated there were reports of him waving traffic down. Which is not illegal.
Being out in traffic of a limited access highway (interstate, turnpike) is illegal.
