How many vehicles can you tow behind your vehicle?

I just passed 2 sets of trucks pulling 2 vehicles each and a 3rd truck pulling 3 vehicles! I'm guessing 3 is the max!?! Holy shite it looked dangerous.

Right now I'm driving a Freightliner Cascadia - I think I could put about 15 or 20 of the baws Silverado 2500s and pull them along.
