Not why a second language, why French?

I want to eventually learn French and Spanish because I feel like with those 3 languages It can make my travels a much better experience.

can you become fluent in 1 years time?

Unless you're both a genius and are living I the country in which it's prominently spoken, then no. It took me 4 years to become proficient in Chinese, and slang still largely goes over my head and there's a good 8,000 or more characters I don't know to where I'm not sure if I could even say honestly if I'm actually fluent.
