Any good red blooded american should be up by then watching gameday, but it really depends on your HOA. Maybe you should ask your actual neighbors instead of the OT.

After 8 is perfectly fine

If you live around people that get mad at 830am yard work, it's time to move.

2 am is fine. The neighbors will love you.

If you a man you do yard work whenever you want.

Not before 9. This is the chance for people who have kids to sleep in.

Would this be 8:30 am EST, CST, or PST?
It makes all the difference.

If you don't live in a newer neighborhood where the houses are 10 ft from each other and there's hardly any front yard, then I don't see why this would be a problem for others.

8 a.m. at the earliest. I would not personally start loud work until 9.
