People like celebrities have enough money to pay people to maintain their place. They definitely waste a shite ton of money but they have enough cash that they don't really care I guess.

Many wealthy, absentee owners don't care about upkeep. For them, the property is merely an analogue to the swiss bank account that they no longer keep due to onerous IRS investigations. LINK

depends on the build, there are houses around me here in ATL that are that size that I would consider a mansion and many that are just every day neighborhoods. its also amazing how much sq ft a basement can add

Huh? i would say absolutely a $1M home will spend over 5% on upkeep if the work is all done by outside workers.

Cleaning/maid
yard/landscaping
maintenance
pool costs--chemicals furnishings-repairs--cleaning
property taxes
electricity
gas
alarm

etc etc etc
