They did refer to those divisions (at least later in German history) as Totenkopf. SS-Totenkopfverbande, Panzer Division Totenkopf, etc.

1876 World's Fair - and they brought it over because the rest of the statue wasn't ready?

The Totenkopf has long been a symbol of the German army. It started with Prusisan Cavalry in the 18th Century under Fredrick the Great.



After WWI when the Nazis came to power the SS Concentration Guards took the symbol for themselves. When the Nazis decided to expand the Waffen SS by forming new divisions, the 3rd SS "Totenkopf" Panzer Div was formed from SS concentration camp guards...





The RH collar has the "death head" on it. The Totenkopf was also used by German Panzer crew members since they were considered to be descended from Prussian Cavalry. Their version was sightly different...

Yeah, it was the 1876 World Expo in Philadelphia. The arm was there to push support in the US to fund the pedestal on which the statue would stand. That was the arrangement between the French people and the US - they provide the statue, the US funds the pedestal. And the tent at the bottom also sold scraps to raise more funds. Later on, the sculptor "hinted" at the chance of the statue going to Philadelphia is New Yorkers didn't do their part in funding the pedestal.

Sorry - I got the year and event without looking it up. I just didn't recall if it was Philly (makes sense, historically) or NY, which would have been a bigger host.

They originally called it the "Centennial Exposition" - but is now referred to as the first "World's Fair" in the U.S. It (the arm) was actually moved from the expo in Philly to Madison Square Park until 1882, I assume for the same fund-raising purpose.
