No. It started as a reaction pic that portrayed feeling good or feeling sad by a bunch of nerds on a forum. The mainstream picked up on it and started using it. That pissed the nerds off so as a joke they started dressing him up in Nazi garb in hopes that it would stop normal people from using their meme. From there, it's gotten completely out of control to the point Pepe is on major news networks.
