Help me find a clothing item on line...please!

I am not sure what to call it specifically, but I am referring to the pullover windbreaker with the zip-up pocket on one of the upper arms. I noticed a couple runners using the pocket for their phones/music devices. This seems much easier than strapping that uncomfortable phone holder to your arm.
I have seen them at Tiger Mania and other stores that sale NCAA merchandise, but I don't want to spend that much on one. I will be running and sweating this thing. It will be washed over and over. I would rather buy a cheaper version. Where can I find one for $30 or less?

Sounds like you're describing a windshirt. If you want a cheap one, Academy is probably a good bet.

Yeah a runner's jacket or runner's shirt is what you're looking for. Not all of them have the arm pocket so just look around
