Scruffy thinks it is a last minute motivational attempt before they enact the Defense Production Act.
Pretty sure the DPA is coming soon.
Some people are already calling for it, Cuomo specifically.
Seems there is also some frustrations after Ford and GM initially stated that they would be able to produce 40,000 ventilators “quickly” and that has switched to “6000 by the end of April” along with reports of increased price.

Kind of weak that OP didn’t mention it’s part 2 of a two tweet rant.
He’s railing on GM for getting good PR out of saying the were going to manufacture 40,000 ventilators and they’ve done nothing.
